The review speed is extremely fast. According to the review comments, one of the two reviewers should have given a direct rejection (a sentence in this comment hurts me, “a little bit model ...” I think the model combined with experimental data is new and very good, and the expert just say this sentence! I was so hurt, and I cried when I saw this sentence at that time, not because it was rejected, but because it was too hurtful, and I felt that he considered himself superior. There are no meaningful comments for revision. Very disappointed). Another one required a minor revision (because only two little questions were asked, and it is easy to answer). But the editor’s reply does not clearly state the decision of the two reviewers (this is different from other IEEE journals). At last, the editor rejected it after a week (the day before the Lantern Festival in China). Then on the day of the Lantern Festival, I cried to revise and submit to another journal, hoping for good results. Just share it here to change the bad luck, also to remind everyone that the number of articles in this journal is very small (less than 100) within a year!! I think that if there are eight or nine hundred articles a year like other IEEE journals, there is a great chance of requiring a revision. Unless your article has great novelty, I suggest you don’t consider this journal. Don't just see the fast review speed. It requires very high innovation, and the quality of this journal article should be guaranteed.

The editor’s letter did not clearly state the decisions of the two reviewers (which is different from the other IEEE journals). The editor took one week and decided to reject the paper (the day before the Lantern Festival). Then on the day of the Lantern Festival, I revised the paper while crying and then submitted somewhere else. I share my experience here, hoping to get rid of the bad luck. Also I want to remind everyone that this journal publishes a small number of articles per year (less than one hundred). I think that if this journal published 800 or 900 articles a year like other IEEE journals, I would have had a great chance of getting the opportunity to revise and resubmit the paper here. Unless your paper is very novel, better submit to another journal. Don't only see that this letters journal reviews quickly. It has very high standards for novelty. The quality of papers published here should be high.
