A very difficult journal, took three months for the first review, and when I resubmitted following the system format, one reviewer claimed they didn't receive my response so the journal rejected the article. From submission to receiving the initial comments, I waited for 8 months. I was given two minor revisions, and after making the changes, it didn't need to be re-reviewed. The AE or editor-in-chief can directly decide whether to accept it for publication. It has been 4 and a half months since I revised it, and I have still not received an acceptance notification. Too slow! This is my first submission to IEEE, and I can only send emails to urge them. Posted on April 24th, it is still "under review" now. It's almost two months in just three days. Based on the comments, it seems like the process has started to slow down to about a month and a half for the results to be released.
