This should not be a specific signal, because the journal provides a template, and the template does not include illustrations in Word, which are uploaded separately. On 20241217, the revision was submitted to the journal and the Similarity Check Results showed 11% similarity with R1. I remember that there was no similarity check in the first round of review, so is it done only after the editor is prepared to accept the manuscript?

Under review does not distinguish between external and internal review. The submission becomes "under review" the day after it is submitted, and then two months later, it is rejected by the editor. It seems like a desk rejection is the quickest option. It's been two months and it hasn't even been sent for external review.
