This year it has already been open source. The first review took three months for major revisions, which were given one month. Then the second review took another month, followed by minor revisions which were submitted after about ten days and accepted the next day. The page fee is $2100. Last year, the impact factor dropped a bit, but this year it has been open sourced again and the situation is not very optimistic. The review efficiency is still good, and the editor-in-chief is quite proactive in replying to emails.
