This is really impossible. Many journals are rejected for the first time because of the repetition rate, but they can still be submitted after modification. This may be too strict. I had a paper that was resubmitted three times due to the repetition rate at AMC before it passed the editor's review

My personal experience is that I submitted an article before but it was rejected due to high similarity. After revising it and resubmitting, the editor mentioned that the revised article was too similar to the previously rejected one, so it was rejected again

I submitted two articles again in October and around early November, and I also conducted plagiarism checks and made revisions before submitting. However, the result was that the editor rejected my submission within three days, citing similarities with articles I had submitted earlier this year. I don't understand whether it was due to the similarity in topics or the similarity in the repetition rate. Nevertheless, the response was quite fast.
