The person upstairs should be back soon. The review process for JLT is like this: some first reviewers do not select the option to pass the manuscript to a second reviewer, so the second editor will send an email to the first reviewer asking if they are willing to continue reviewing. If they are willing, great. Some reviewers might not have time to check their email, so after a week the editor will switch to a new reviewer, but the review comments generally reflect the opinion of the first reviewer. I think the IEEE submission system is too burdensome, not as good as OSA's
