This situation is quite normal. I submitted an article at the end of 2020, it was rejected after a whole year of review. In April this year, I submitted another article, it was sent to 12 reviewers, only one reviewer accepted and completed the review, others invited reviewers haven't responded yet, I guess the editor has to send out review invitations again
