One of the reviewers pointed out that our article from March did not cite our manuscript from September. How could we cite a paper that was just published in March when we submitted our manuscript in September last year?

Submitted on July 20th, rejected on October 5th with only one reviewer's opinion. The reason for rejection was to urge another reviewer, who never responded.
