Post hoc comparison is to test non-research hypotheses. It is very common in actual research: I have completed the experiment, verified the hypothesis, but still need to extend the research, so I need to continue exploring the data to see which direction may lead to valuable conclusions. At this point, it is equivalent to testing all possible comparisons (although I cannot exhaust all comparisons, but because there is no specific purpose, all comparisons are potential).
