The initial review took two months (one month was spent on finding editors and reviewers, and one month was spent on the reviewers' evaluation). The manuscript underwent major revisions with feedback from three reviewers, totaling over 40 comments.
The second round of review lasted two weeks and another major revision was necessary. There was a reviewer's comment that was not clearly addressed, resulting in another five to six comments.
The third round of review took two weeks and the manuscript was accepted

Submission date for the paper is 10th August 2023.
On 25th September 2023, the paper template was rejected and a request was made to resubmit according to the template requirements.
For over a month, the editors have not reviewed the paper. There are also template issues. I directly followed the template downloaded from IEEE for this journal, but there is a URL requirement that is completely different from the journal template. It feels like a trap.
